EWMP can be made (Part VI.C.4 in the LA County MS4 Permit). The process requires that a final EWMP, revised to address Los Angeles Water Board comments identified in the enclosures, must be submitted to the Los Angeles Water Board not later than three months after comments are received by the Permittees on the draft program.

The draft EWMP will be finalized by April 2016 after review by the Regional Water Quality Control Board. The Upper Los Angeles River Watershed Area is estimated to receive up to $38.6 million annually to fund regional projects and programs.
